A 25-year-old New Haven man was arrested Monday on public indecency charges after he unzipped his pants and exposed his genitals to an employee at Jackson Hewitt Tax Service, police said. [...] According to Capt. Ronald Smith, [Anthony] Randolph walked into the Jackson Hewitt office at 1338 Dixwell Ave., and started a conversation with a woman who worked there. Moments later, witnesses told police Randolph exposed himself to the woman.
